Nope. It's actually another Time Lord, one of the Doctor's old mentors. The Doctor's family house on Gallifrey was situated halfway up a mountain, and behind the house there lived a hermit, who used to tell the young Doctor ghost stories. The Doctor mentions him in the old series stories 'The Time Monster' and 'State of Decay'.
In the Third Doctor TV story 'Planet of the Spiders', the hermit pops up on Earth as a Buddhist monk, using the name 'K'anpo Rinpoche'.
